In order to fully implement the project system and promote the construction of a first-class university, on the afternoon of April 22, ZZU held a promotion meeting on first-class university construction projects via live video, and Vice President Zhao Minghao presided over the meeting and delivered a speech. Nearly 300 people attended the meeting, including chiefs from relevant functional departments, directly affiliated units, departments, medical school （the Academy of Medical Sciences） and directly affiliated hospitals as well as the facilitators of school special projects and continuation project in 2020.

The chief of the First-class University Construction Office introduced the background of the project system implementation, interpreted the “Administrative Measures for the Construction Projects of the First-Class University of Zhengzhou University （Provisional）”, and proposed the next steps to take. The chief of the Finance Department announced the provincial finance requirements on the progress of fund eｘecution and performance management, notified the implementation of the special budget in 2019, and put forward some suggestions for special project work. The chief of the State-owned Assets Management Office explained the purchase requirements and the new requirements of the bidding policy in 2020.

Zhao noted in his concluding speech that promoting the construction of first-class universities and the implementation of reform tasks under the project system is an important means for promoting the construction of first-class universities and an important institutional arrangement for ZZU. He emphasized that one is to understand the project system from a high degree of modernization of the university governance system and governance capabilities. The second is to promote the implementation of key links. The third is to form an efficient linkage working mechanism. The First-class University Construction Office should take the lead in refining the operating details to ensure that the project system is implemented in detail as soon as possible. He said that 2020 is the first round of acceptance year for construction of the first-class universities, and it is facing a series of uncertainties and many challenge brought by the “post-epidemic” period. We must maintain a strong sense of crisis and urgency, with a fuller work enthusiasm and attitude, turn crises into opportunities, further improve ZZU’s governance capacity and level, and achieve the anticipated goal of building a first-class university.
