"New Era Education Opening to the Outside World and Revision of "Regulations on Chinese-Foreign Cooperation in Running Schools"" academic seminar and the unveiling ceremony of the Education Legislation Research Base are held at Zhengzhou University

On November 28, the academic seminar on "New Era Education Opening to the Outside World and the Revision of the Regulations on Sino-Foreign Cooperation in Running Schools" and the unveiling ceremony of the Education Legislation Research Base were held at Zhengzhou University. Wang Daquan, Deputy Director of the Policy and Regulation Department of the Ministry of Education; Dong Yumin, Second Inspector and Director of the Policy and Regulation Division of the Henan Provincial Department of Education; Xu Hengzhen, Second Inspector and Director of the International Cooperation and Exchange Division; and Liu Jiongtian, Vice Chairman and Principal of the Henan Provincial Political Consultative Conference attended the meeting. Nearly a hundred representatives from more than 50 units including the Chinese Academy of Educational Sciences, Peking University, China University of Political Science and Law, Northwest University of Political Science and Law, Beijing Jiaotong University, Anhui University, Wenzhou-Kean University, etc. attended the meeting. The opening ceremony of the seminar and the unveiling ceremony of the Educational Legislation Research Base were presided over by Qu Lingbo, member of the Standing Committee of the Party Committee and Vice President of the school.


Liu Jiongtian said that the establishment of an education legislation research base at Zhengzhou University is the full affirmation of Zhengzhou University’s law-based governance and education legislation research by the Policy and Regulation Department of the Ministry of Education. The university will, as always, give full support to the construction of the base, strive to create a new type of high-end think tank, and make contributions to the construction of foreign cooperation in running schools, the construction of educational legal system, and the modernization of governance capacity of the governance system.


In his speech, Xu Hengzhen pointed out that the Department of Policy and Regulation of the Ministry of Education established an education legislation research base in Zhengzhou University and entrusted Zhengzhou University to conduct a study on the "Regulations on Sino-foreign Cooperation in Running Schools". This is not only an affirmation of support for Zhengzhou University’s work of governing the school according to law and research on education legislation; it is also a huge encouragement for Henan higher education to open up schools in accordance with laws and regulations.


Wang Daquan put forward three requirements for the base construction and development: First, he hopes the base will be clearly positioned, give full play to the advantages of Zhengzhou University's complete disciplines, and deepen academic research and theoretical innovation; second, we hope that the base can gather excellent talents and build a well-structured and powerful high-level legal research team; thirdly, it is hoped that the base will focus on major and hot issues in education reform and development, and produce more high-quality research results.


Subsequently, the unveiling ceremony of the Education Legislation Research Base was held. Wang Daquan, Liu Jiongtian, Dong Yumin, and Miao Lianying jointly unveiled the base.


During the one-day seminar, the participating experts and scholars conducted in-depth exchanges and discussions on the revision of the "Regulations on Sino-foreign Cooperation in Running Schools", including the revised guiding principles, legislative style, adjustment scope, establishment, approval, change and termination, etc. and actively provide suggestions for the revision work.
